Collaboration without leasing a shared license?

Hello,
We're a new customer, and are setting up NeoLoad and Neotys Team Server. I plan for my team to use NTS for Collaboration to work on projects together in a repository.

When I try to use Collaboration to work on projects in a repository, I find I can't do it until I lease a shared license. So when my team will want to create or edit projects, even when they're not running tests, they'll have to lease users from a shared license.

Is this the only way to do it? Or am I missing a step?
