Vusers are not properly distributing to the scripts under in a single population

I have a population which is having 5 scripts and given percentage as 20 for each scripts.In runtime i have given duration policy as By Iteration and Load Variation Policy as ramp up with 40 Vusers. Expectation is 8 vuser should distribute to each scripts but which is not happening
