The report.dtd is missing the definition for dataFilter.
line 52 defines dataFilters but the necessary definition of dataFilter is missing. The omission makes use of the dtd impossible.
What should be added to define dataFilter?

Worse still, the report.dtd doesn't represent the report.xml at all. What is the use of that? Where is a proper dtd or xsd?
