if Neoload Cloud Console is not available from the On Premise controller, I cannot use VUH I bought

I bought VUH, because it's said that I can Use them from a On Premise controller.

But I think it is mandatory to have an access to the Neotys Cloud Console from the controller to use VUH. You cannot not use them offline.
