Unique Values for Parameterization

Hi,
Script is recorded in Action Part. And each virtual user has to take unique values and the values are non reusable. What will be the value change policy and distribution policy which I need to select for Users and data. For users and data I have csv files(One csv file has users list and other csv has data list).

For users Parameter Policy Selected :
For each virtual User Instance
Unique
Sequential
Cycle Values

For data Parameter:

For each Iteration
Unique
Sequential
Stop the Test

I had given the above settings, will each user take a specific set of data(Like block allocation in Load runner)?
